The Kennedy Center is short about $23 million after collecting roughly $124 million of a budgeted $220 million in revenue this past fiscal year. Its board, chaired by President Trump, warned the center is weeks from being unable to make payroll or pay maintenance contracts. A storm-damaged ceiling partially collapsed in the Grand Foyer on September 4, adding a safety question to the money question. Trump had his name added to the building in December 2025, and the board floated 10 ways to inscribe his name on the facade ahead of Tuesday's meeting, arguing he'd only stay involved if it went up. Judge Christopher Cooper blocked all 10 that same day, ruling that the center "cannot install memorials for President Trump or anyone or anything else" without Congress's approval. In the same meeting, the board voted to close the venue over the financial crisis.
1. The Board and Ric Grenell (Trump-Appointed Leadership)
The deficit predates Trump. His name is what will fix it.
Previous leadership caused this, not Trump. A Kennedy Center spokesperson blamed "financial mismanagement by previous leadership," accusing prior management of overspending on unpopular programming and hiding the center's real condition.
An internal review turned up outright fraud, Grenell says. Grenell, Kennedy Center president from February 2025 to March 2026, told the board the review "found $26 million in phantom revenue, fake revenue" under predecessor Deborah Rutter, the center's president from 2014 to February 2025, and called it "criminal."
Trump's name has already brought in new money, Grenell says. He said the center started with "no money in the bank" and had been paying staff out of debt reserves. He said that after Trump arrived, the center raised more than $130 million in fundraising.
The board says Trump's personal engagement is conditional on recognition. Its draft resolution stated that without an inscription, "it is unlikely that President Trump will provide the fundamental oversight of the renovation ... and lead the fiscal rescue of the Center." It also says a proposed 2027 budget is balanced.
2. Rep. Joyce Beatty and Judge Cooper (The Legal Case)
Congress named this place for Kennedy. The board can't override that by voting.
Congress named the center, so only Congress can rename it. Judge Cooper ruled on May 29 that the Kennedy Center's statute names it for President Kennedy alone and that it "cannot bear any other formal name or public memorial based on the Board's unilateral say-so."
The board is dodging the ruling, says Rep. Joyce Beatty (D-OH). The board voted August 13 to add inscriptions crediting Trump's oversight. Beatty called it "a transparent effort to circumvent the Court's ruling," and her legal team said it showed "blatant disrespect to the courts."
The naming plan got blocked again on Tuesday. Cooper rejected all 10 of the board's proposed inscription wordings and said the board was trying to get around his order through "word games."
The board's safety claim doesn't hold up, Beatty says. She noted in court filings that the outside consulting group the board cites on building safety "expressly disclaimed providing any such opinion."
3. Artists and Former Leadership (The Cultural-Damage Case)
Trump's takeover emptied the seats and created this debt.
Ticket sales collapsed after Trump's name went up, not before. Sales fell roughly 36% year over year at one point. Earlier this year, ticket purchases were down about 70% versus the same period over the prior three years. In one stretch, 43% of seats went unsold, versus 7% the year before.
The fraud allegations against her administration are false, Rutter says. Rutter, Kennedy Center president from 2014 to February 2025, has publicly called the claims against her leadership "false allegations."
Artists canceled specifically because of the politics, not the money. "Hamilton" lead producer Jeffrey Seller called the venue "sacred" and said it should be "protected from politics." Choreographer Doug Varone said the renaming "pushed me off a cliff."
The center's main tenants have had to work around the disruption. The National Symphony Orchestra and Washington National Opera have had to find alternate venues amid the fallout.
Where This Lands
The board says the center only gets the rescue money if Trump's name goes on the building. Beatty and Cooper say Congress owns that name. No amount of rewording changes that, and Cooper has now said so twice. Rutter, Seller, and Varone say the takeover itself created the deficit the board is now using to justify the fix. The board voted Tuesday to close the venue anyway — it just won't be closing under Trump's name.
