Ukrainian President Volodymyr Zelensky and Russian President Vladimir Putin haven't met face to face since before Russia's full-scale invasion in February 2022. Trump envoys Steve Witkoff and Jared Kushner spent September 5 and 6 shuttling between Moscow and Kyiv trying to break the deadlock, and came home without a deal. The diplomacy didn't stop the fighting. Strikes on September 12 alone killed nine civilians across Ukraine. That same day, in a Deutsche Welle interview, Zelensky said he'd meet Putin at the G20 summit in Miami this December if both leaders show up. Hours later, the Kremlin said no.

1. Zelensky Wants A Meeting Now, No Conditions Attached (Volodymyr Zelensky)

He says he'll show up, and the only thing that matters is what the meeting actually produces.

Zelensky isn't attaching preconditions to the Miami meeting itself. "Yes, of course. We have to come. We have to meet, to speak, and make decisions," he told Deutsche Welle. He waved off the idea that the talking itself matters: "It's not about words... Matters only result."

Energy and grain are the first things he'd fix. He also argued Ukraine is negotiating from a stronger battlefield position than a year ago. And he called the Witkoff-Kushner trip a "good signal," since the envoys visited both capitals.

2. Moscow Says No To Miami, Yes To Its Own Turf (Kremlin spokesman Dmitry Peskov, Putin aide Yuri Ushakov, Foreign Minister Sergey Lavrov)

The Kremlin wants Zelensky to come to Moscow, and isn't even sure Putin is going to Miami at all.

The Kremlin shut the Miami idea down within hours. Speaking in New Delhi, Peskov called a Putin-Zelensky meeting there "impossible" and said, "there is a readiness to meet him in Moscow." Peskov also said Russia hasn't decided whether Putin will even attend the G20: "We do not know yet whether we will be going to Miami."

Ushakov went further still. He said a Miami trip "has not even been discussed yet." Lavrov, for his part, dismissed Zelensky's diplomacy as a show, not real outreach: "Zelensky is traveling, he is never at home, while we have some things to do at home."

3. But Washington Is Still Pushing For Three-Way Talks (US envoys Steve Witkoff and Jared Kushner)

Trump's envoys want to revive a format where the US sits at the table too, no matter where Putin and Zelensky end up meeting.

Washington wants a trilateral process it controls. During their early-September trip, Kushner told reporters, "One thing Steve and I really thought would be productive is to go back to the trilateral format." Witkoff called the Kyiv talks "substantive and meaningful."

Neither side has set a date. Not on the venue, not on the trilateral format. Kyiv Independent summed up the trip bluntly: "The war will continue."

Where This Lands

Zelensky says he'll meet Putin at the Miami G20 if Putin shows up, as long as it produces something real. The Kremlin says the meeting can happen — but only in Moscow. It won't even confirm Putin is coming to the G20. Washington wants a three-way table it brokers, regardless of how the venue fight resolves. Zelensky made his offer and the Kremlin rejected it within the same 24 hours. Washington's trilateral push started a week earlier and still hasn't landed a date.
