For more than a decade, the consensus among pediatricians and public health advocates held firm: limit your children's screen time. The American Academy of Pediatrics told parents to cap recreational screens at two hours a day for children six and older. Schools began banning phones. States passed age-verification laws for social media access. Then, in January 2026, the AAP revised its own guidelines — scrapping the hourly cap and shifting to quality and context over raw time. A Finnish study published this month in Pediatric Exercise Science reinforced that pivot, finding that children who spent more time on screens showed better cognitive processing as teenagers after eight years of tracking. That result has not resolved the argument.

Screen Time Can Support Cognition, and the Evidence Is Growing

Finnish researchers and the AAP's updated guidelines both say the old time-limit framework missed what actually matters.

Jalanko tracked 260 children for eight years as part of the PANIC study (Physical Activity and Nutrition in Children) at the University of Jyväskylä, measuring learning, attention, and working memory using the CogState test battery. Petri Jalanko, a doctoral researcher who led the study, found that higher cumulative screen time from childhood through adolescence predicted better cognitive outcomes. The finding held across all three cognitive domains.

Jalanko's interpretation is careful about what the data says. "The findings suggest that screen time can support children's and adolescents' cognitive processing," he said, while emphasizing content quality: "Teachers and parents should encourage children to use devices and screens in such ways that promote active thinking, problem-solving, creativity and learning." His team did not track what kind of screen time children engaged in, which they acknowledge is the key mechanism not yet explained.

The AAP's January 2026 guideline update moved in the same direction. Dr. Libby Milkovich, a developmental pediatrician who co-authored the new guidelines, said the old two-hour cap had "become almost impossible" because counting screen time "in a world where screens are everywhere was always a losing battle." The AAP kept strict limits for young children — no screens before 18 months, one hour of high-quality content for ages 2–5 — but dropped the hourly ceiling for older children and teenagers. A decade of research had shown that time quantity alone is a poor predictor of child outcomes.

Orben found screen time explains 0.4% of well-being variation. Amy Orben, a researcher at the MRC Cognition and Brain Sciences Unit at Cambridge, co-authored a landmark 2019 paper in Nature Human Behaviour with Andrew Przybylski using specification curve analysis across 355,358 adolescents. Digital technology use explained at most 0.4% of the variation in adolescent well-being — roughly comparable to wearing glasses or eating potatoes. Orben has argued that "screen time" as a category collapses radically different activities — educational video, passive social media scrolling, video gaming, texting friends — into one useless number.

Smartphones Are Still Harming Teenagers. One Study Doesn't Change That

Jonathan Haidt and pediatricians who opposed the AAP's guideline shift say the Finnish finding doesn't address what they're actually worried about.

Haidt targets smartphones and social media specifically, not screens in general. Jonathan Haidt, social psychologist at NYU Stern and author of "The Anxious Generation," argues that smartphones and social media, used by adolescents on platforms built for engagement and comparison, drove a sharp rise in teen depression, anxiety, self-harm, and suicide after 2012. Haidt calls the period from 2010 to 2015 "the Great Rewiring" — when a generation shifted from a play-based childhood to a phone-based one, and mental health declined sharply across measures. On many indicators, he documents rates more than doubling. Social comparison hit girls harder.

Haidt names four harms, none of which the Finnish study addresses: social deprivation (time with screens replacing time with friends), sleep deprivation (device use pushing bedtimes later), attention fragmentation (notifications breaking up sustained thinking), and addictive design features built into platforms. The Finnish study measured all screen time without distinguishing by platform or content type. A child who spends more time on educational games could show higher total screen time and better cognition while Instagram still harms them through two hours of scrolling — the two findings are not in conflict.

In January 2026, Haidt released Meta's internal study on platform harm. Meta conducted Project Mercury in 2019 with the survey firm Nielsen; users who stopped using Facebook and Instagram for a week reported lower depression, anxiety, loneliness, and social comparison. Haidt's argument: Meta's own researchers ran that study, found the platforms caused emotional harm, and never disclosed it publicly. That internal evidence — a controlled study, not a self-selected correlation — separates his case from the methodological disputes critics level against observational research.

Not every pediatrician welcomed the AAP's drop of hourly limits. After the January 2026 guideline update, NPR affiliates reported pediatricians warning that quality-focused guidance — while theoretically sound — gives most parents less practical help than a clear hourly ceiling. The concern: parents can measure hours; they cannot always assess "active engagement" or "educational value" in the moment.

The Study Is Too Small to Settle Anything

Methodologists say 260 Finnish kids is not enough to revise guidance that affects hundreds of millions of children.

Orben's challenge starts with how the PANIC study measured screen time. Self-reported screen time is notoriously inaccurate; her work has cited research showing only about one-third of participants give accurate accounts compared to device-measured usage. The association also has a simple confound: children who engage more with educational content may use screens more AND develop better cognition, without screens being the cause of either outcome.

Jalanko himself calls for more research before anyone changes behavior. He calls for "more intervention studies to find out causal relations" before recommending changes to parenting behavior. Without randomized trials — assigning children to more or less screen time and measuring outcomes — the field cannot distinguish cause from correlation. All eight years of data and all 260 participants are correlational.

The same research group found the opposite on mental health in 2025. A March 2025 study from the same PANIC research group, overlapping with many of the same children, tracked 187 adolescents over eight years and found more screen time, especially mobile device use, linked to higher stress and more depressive symptoms. High screen time combined with low physical activity produced the worst emotional outcomes. Cognitive performance and mental health pull in opposite directions from the same data source.

ITIF reported in February 2026: children's technology policy outruns the evidence. The Information Technology and Innovation Foundation found that school smartphone bans, social media age restrictions, and screen time limits have proliferated in U.S. and European policy even as the evidence base for each remains contested. More than 40 states have partial or full school phone restrictions as of August 2026, most without waiting for randomized trial evidence. The WHO's 2019 guidelines still cap screen time for children under 5 and have not been updated to reflect subsequent research.

Where This Lands

Petri Jalanko's team found more screen time linked to better teen cognition, and the AAP's 2026 guideline update moved in the same direction — away from time limits and toward content quality as the variable that matters. Haidt says the study doesn't address what he is documenting: smartphone and social media use among teenagers drove a measurable collapse in teen mental health, and in January 2026 he published Meta's own study confirming it. The same Finnish research group offers a wrinkle neither side has fully accounted for: a March 2025 study from the same PANIC cohort found more screen time linked to worse emotional wellbeing and more depressive symptoms. Cognitive performance and mental health move in opposite directions. Amy Orben and the methodologists say neither finding is strong enough — 260 kids from Finland, self-reported screen time, associations without causation — to set policy for hundreds of millions of children. That hasn't stopped more than 40 states from banning phones from schools without waiting for the evidence.
