The Iran war has run for more than six months since the US and Israel struck Iran on February 28, 2026. On September 15, the House passed Rep. Seth Moulton's (D-MA) resolution to cut off US military action in Iran without congressional authorization. It's the third time the House has passed a version of this resolution in 2026, and the vote was 220-204. Seven Republicans crossed over this time, up from four in the last vote: Reps. Thomas Massie, Brian Fitzpatrick, Warren Davidson, Tom Barrett, Mariannette Miller-Meeks, Zach Nunn, and Nancy Mace. The same day, Massie filed eight articles of impeachment against Defense Secretary Pete Hegseth over the war.

1. The War-Powers Coalition (Rep. Thomas Massie and Rep. Seth Moulton)

Congress, not the president, gets to decide if this war continues.

Massie says the defense secretary broke the law. He filed his impeachment articles against Pete Hegseth the same day the House passed the resolution, accusing Hegseth of "abusing the powers of the Department of Defense" by keeping the military in the fight even after Congress had already voted twice to limit the war.

The impeachment count reaches past Iran. Massie's articles also cover operations in Venezuela and Yemen, including the capture of Venezuelan President Nicolás Maduro without congressional authorization. They accuse Hegseth of ignoring rules meant to limit civilian deaths, pointing to a strike on a school in Minab that Massie says killed more than 100 children.

Moulton says Congress has been too passive. An Iraq War veteran who sponsored the resolution, Moulton said it's time for Congress to "actually ask tough questions, as the Constitution directs us to do, rather than be subservient to another warmongering administration."

Republican defections just jumped, after holding flat. Four Republicans backed this resolution in each of the first two votes. Seven backed it this time. The coalition points to that jump as proof this isn't just a Democratic protest anymore.

2. Trump's Team (The White House and Speaker Mike Johnson)

Tying the president's hands makes war with Iran more likely, not less.

The White House says this kind of resolution hands Iran a win. The administration has warned that congressionally imposed constraints on military action against Iran would "embolden our enemies" and could "undermine the Administration's reestablishment of deterrence with Iran, which could perversely make violent conflict with Iran more likely."

Speaker Johnson calls the whole approach frightening. He has opposed the war powers resolutions throughout this series of votes and argues they undermine Trump and his negotiators while they try to reach a deal with Iran.

Most of the House GOP still backs that view. Mostly-Republican opposition held the resolution to 204 votes against on September 15. The defection bloc is growing, but it's still a small fraction of the conference.

The Senate's already rejected this idea. It hasn't taken a direct vote on any of the three House-passed versions this year, but it's voted down similar Iran war-powers measures multiple times in 2026. Trump would almost certainly veto this one too, if it ever reached his desk.

Where This Lands

Massie and Moulton say Congress has the constitutional authority to end this war and that Hegseth broke the law by keeping troops engaged past two earlier House votes. The White House and Speaker Johnson say that kind of constraint only weakens Trump's hand with Iran and makes war more likely, not less. Both camps are watching the same number: seven Republicans crossed over this time, up from four last time. Massie filed his impeachment articles as privileged, which forces a House vote within two legislative days — so the next flashpoint in this fight is already on the calendar.
