Pennsylvania announced its first measles deaths in 35 years on Tuesday — two unvaccinated Lancaster County residents, one of them a newborn. By Wednesday, HHS Secretary Robert F. Kennedy Jr. was accusing Gov. Josh Shapiro's administration of possibly making the deaths up. His evidence: the Lancaster County coroner says his office never handled a measles death. Pennsylvania says its health department verified both cases independently and never had to loop the coroner in. Both things can be true at once, and that gap is now the fight.

He said the state "cannot find any measles deaths in Lancaster County" and suggested a Shapiro staffer may have fabricated them.

His case leans on the coroner's paper trail. Lancaster County Coroner Dr. Stephen Diamantoni said "no measles deaths were handled by our office," and Kennedy points to Pennsylvania law directing coroners to investigate contagious-disease deaths that pose a public hazard. Breitbart's John Nolte went further, arguing the media and Fauci-era public health messaging deserve the blame, not Kennedy. A Lancaster County commissioner backed the coroner's account and accused the state health department of changing its story once it was caught.

Pennsylvania Says It Verified the Deaths Itself

Shapiro's team says the coroner was never the state's reporting channel to begin with.

Pennsylvania says the deaths are real. It didn't need the coroner to confirm them. Health Secretary Dr. Debra Bogen said her department "thoroughly investigated and verified both individuals tested positive for measles" and that she "sadly can confirm" the two deaths. Department press secretary Neil Ruhland said Pennsylvania labels a death "measles-associated" when lab or epidemiologic evidence of measles is present, even if the official cause of death is still under review. State law routes communicable-disease reporting from hospitals and labs straight to the health department — the coroner's investigation authority is a separate track entirely.

Shapiro says Kennedy is the one spreading misinformation. At Tuesday's press conference, he tied the outbreak and the deaths directly to Kennedy's own MAHA movement discouraging vaccination. Kennedy had offered Pennsylvania federal help in an earlier private call. Shapiro turned it down and called the conversation "very, very blunt." He says Kennedy told him it would be better if the country went back to "natural measles."

Critics Say the Fabrication Claim Is the Real Scandal

Public health voices say Kennedy manufactured a controversy out of a routine data-reporting gap.

Kennedy's critics say he turned a bureaucratic mismatch into a conspiracy theory. CHOP vaccine expert Dr. Paul Offit said the coroner dispute "doesn't really give us more information" about what actually killed the infant, and that based on his conversations with state officials, the patients "would not have died were it not for measles." Sen. Angela Alsobrooks renewed her call for Kennedy to go, writing "RFK Jr.'s lies and conspiracy theories are making Marylanders sick" and that he "must resign or be fired."

Even the coroner didn't claim fabrication. Diamantoni's own account is more cautious than Kennedy's: he said he wasn't sure how the state was classifying the deaths and floated ordinary explanations, like his office not yet receiving the state's case file, or a patient dying in another county's jurisdiction. Kennedy took that uncertainty and called it fraud.

Where This Lands

Pennsylvania's death count and the coroner's paperwork are pulling from two different reporting systems, and neither side disputes that gap exists. Kennedy reads it as proof the state invented a crisis. Shapiro's administration reads it as a routine classification difference it already explained. Public health researchers and Democratic lawmakers say Kennedy manufactured a fabrication story the coroner himself never told.
