Vice President JD Vance and Secretary of State Marco Rubio are the two leading candidates for the 2028 Republican presidential nomination — neither has officially entered the race, but both are already running. Vance, 41, led Rubio, 55, by 32 points in Emerson College polling in February 2026. By May, Vance had fallen to 36% and Rubio had risen to 35% — a near-tie. On July 8, Republican megadonor Ken Griffin, who gave more than $100 million in 2024, said publicly he'd be predisposed to back Rubio in a primary. Trump has floated the idea of a joint Vance-Rubio ticket without naming who goes on top.

1. Vance Has It Locked Up (Senior Vance advisers, Donald Trump Jr., Tucker Carlson)

Vance has the organizational lead and the MAGA base. He also has the most important signal: Trump seems to be leaning his way.

Vance has already built what a presidential campaign needs and Rubio hasn't. A senior Vance camp source told the Daily Beast that Rubio "has not even remotely set it up" — no state party endorsers, no ground game, no digital fundraising. Vance has his own small-dollar donor network and deep relationships with major donors — and he knows every state party chair. Donald Trump Jr. and Tucker Carlson are already in his corner. Venture capitalist Peter Thiel and allies of Elon Musk have put money behind his political career.

Trump is trending Vance's way right now. Axios reported on July 6 that Trump is no longer asking donors "JD or Marco?" — a senior adviser told Axios "JD is earning it, and Trump sees it." This summer, Vance published a book, helped broker the US-Iran ceasefire, and ran a media blitz. Axios described Vance as Trump's "undisputed political heir — at least at this moment" and called the stretch his "hot summer."

Vance's internal numbers are stronger than the toplines show. Vance leads among Republican primary voters under 50 by 11 points — 37% to 26%. An NBC News poll put his favorability among Republican voters at 77%, compared to 66% for Rubio. His Iran restraint stance appeals to MAGA voters who don't want another open-ended military commitment — the core of Trump's coalition.

2. But Rubio's Surge Is Real (Ken Griffin, Robert Kraft, GOP establishment donors)

The Iran war moved Rubio's polling numbers and brought serious money to his side.

Rubio moved 15 points in three months and the donors noticed. Emerson polling had him at 20% in February 2026 and 35% by May. The AtlasIntel poll had him outright ahead: 45.4% to Vance's 29.6%. That jump tracks to Rubio's hawkish positioning during the Iran conflict. It built his profile with donors who want a more interventionist foreign policy, and with older GOP primary voters.

The money lining up for Rubio is serious. Ken Griffin — the fifth-biggest donor in the 2024 cycle — told the Allen & Company conference on July 8 that he'd be "predisposed" to back Rubio, just as he did in 2016. A group of GOP donors has been quietly organizing a shadow "draft Rubio" effort since at least March 2026. At a Mar-a-Lago dinner in February, Trump asked roughly 25 donors to choose between the two. One attendee said the room was "almost unanimous for Marco." Another described it as more evenly split. Republican donor and Patriots owner Robert Kraft was in that room.

Rubio leads the primary demographic that reliably shows up. He has a 6-point edge among Republican voters 50 and older — 41% to 35% — and those voters turn out in primaries more than any other age group. Trump decides Republican primaries. He's publicly called Rubio "the greatest secretary of state in history" and starts standing ovations for him.

Where This Lands

Vance goes into 2028 with the VP title, the organizational head start, and Trump privately seeming to lean his way as of early July. His camp has Rubio's infrastructure problem pegged right — Rubio hasn't started building the apparatus a national primary requires. Rubio goes in with the establishment donor class and a 15-point polling surge in three months. His hawkish foreign policy record appeals to the half of the GOP that thought Vance's Iran deal was too soft. Neither is consolidating the party yet, because Trump hasn't formally chosen. Both camps know the party will follow Trump's pick. Both are also telling reporters he's leaning their way.
