Canada's retaliatory tariffs on more than 700 US products took effect at 12:01 AM ET on September 8, 2026. The move matches, "dollar for dollar," the 50% tariffs President Trump imposed on roughly $20 billion of Canadian goods after talks collapsed on August 22. Canada's countermeasures cover about $27.6 billion of US imports at rates of 15%, 25%, or 50%, hitting steel, aluminum, dairy, furniture, clothing, appliances, and electronics. Trump had originally imposed his tariffs on July 20 under Section 338 of the Tariff Act of 1930, citing Canadian alcohol bans, dairy quotas, and a vehicle surtax.

1. The White House Case (President Trump, USTR Jamieson Greer)

Canada had the tariffs coming, and Washington isn't done responding.

Trump says Canada wants it both ways. After talks collapsed, he wrote on Truth Social that Canada "wants the benefits of being a State, without being one," and said Canada has "charged our great farmers, for many years, massive amounts of Tariffs. No more!!"

USTR Jamieson Greer says Canada turned down a good deal. Greer said the US had offered to cut tariffs on steel, autos, and lumber during negotiations, but Canada "didn't want that."

Greer is signaling more US measures are coming. Around the time the US tariffs took effect in late August, he said on Fox News: "We're moving forward with measures that respond to Canadian retaliation."

US dairy groups back the tariffs. The National Milk Producers Federation and the US Dairy Export Council both praised them. The Dairy Export Council's CEO said Canada "cannot continue to discriminate against U.S. dairy farmers by effectively blocking negotiated access to its market."

2. Ottawa's Case (PM Mark Carney)

Carney says Canada didn't start this fight and is matching the US blow for blow, reluctantly.

Carney calls the US tariffs an attack, not a negotiation. "You're at war when you get attacked. We got attacked," he said in August.

He says Canada is retaliating reluctantly. "We recognize that some of these measures will raise costs and reduce choice for Canadians," Carney said, calling Trump's tariffs "a miscalculation."

Ottawa is matching, not escalating. Canada's Finance Department describes the September 8 measures as "targeted countermeasures" designed to mirror US tariffs "dollar for dollar, rate for rate," paired with support programs for Canadian workers and businesses.

Carney blames the US for the talks' collapse. He said Washington "asked too much, offered too little."

3. The Provincial Hawks (Ontario Premier Doug Ford)

Ford thinks Ottawa's tariff-matching doesn't go far enough.

Ford told Trump he can "kiss my ass." That was over threatened new vehicle tariffs; he called Trump a "dictator" in the same remarks.

He wants Canada to weaponize energy and minerals, not just tariffs. Ford has said Canada should be ready to cut off electricity and critical-minerals exports to the US if the fight worsens — well beyond the tariff-matching approach Carney has taken.

Ford says Canadians can outlast Washington. "He underestimates Canada. We're all in," Ford said, while backing Carney's decision to suspend talks and pushing for a harder line.

4. The Business and Economist Warning (US Chamber of Commerce, Canadian Chamber CEO Candace Laing, Bank of Canada Governor Tiff Macklem)

Neither government "wins" this fight — the bill lands on ordinary people on both sides.

The US Chamber of Commerce warned tariffs would hurt Americans directly. Higher tariffs would "damage both economies, drive up costs for U.S. families, further disrupt critical supply chains," and put at risk 13 million American jobs tied to USMCA trade, the Chamber said.

Canadian Chamber of Commerce CEO Candace Laing says both countries lose. "Americans will see their costs go up, and Canadians will see customers, investment and small businesses disappear," she said.

The tariffs aren't the main inflation driver yet. Bank of Canada Governor Tiff Macklem called their inflationary impact "fairly modest" and pointed to higher global energy costs as the bigger factor — even as the Bank held its policy rate at 2.25% for a seventh straight decision.

Economists are watching for a recession. CIBC chief economist Avery Shenfeld said it's no surprise the Bank of Canada is holding rates steady "amidst the fog of a trade war," and others have warned a full unraveling of USMCA could push Canada's economy into recession.

Where This Lands

Trump's team says Canada earned these tariffs and is preparing to respond to Canada's retaliation with more measures of its own. Carney says Canada is defending itself, matching the US tariff for tariff without going further. Ford wants Ottawa to hit harder, with energy and critical minerals on the table. Chambers of commerce on both sides of the border and Canada's own central bank — the people who actually track the money — all say the tariffs are already pushing costs up for everyone, no matter who's right about who started it.
